摘要
党的二十大报告提出“促进群众体育和竞技体育全面发展,加快建设体育强国”,为我国体育发展指明了方向,而引导和推动我国大众冰雪运动的可持续、高质量发展,在后冬奥时代具有重要的现实意义。通过对俄罗斯大众冰雪运动的发展现状进行研究,梳理其在赛事活动、大众参与、学校教育、场地设施、管理体系、制度保障、冰雪文化等方面的发展框架,归纳其发展经验中的历史动因、理论基础、实践逻辑与动力源泉,借鉴并探索适合我国现阶段国情的群众冰雪运动发展方式。提出以政府管理部门为主导,探索适宜发展模式;以学校冰雪体育为依托,夯实冰雪人口基石;以社会体育协会为架构,构建实体组织网络;以保护冬奥遗产为契机,传播冰雪运动文化的发展路径,以期推动冰雪运动真正走进大众生活,助力我国冰雪体育强国的建设。
The report of the Twentieth National Congress of the Communist Party of China proposed to"promote the comprehensive development of mass sports and competitive sports,and accelerate the construction of a leading sporting nation",which pointed out the direction for China's sports development.In the post-Winter Olympics era,it is important to guide and promote the sustainable and high-quality development of mass ice and snow sports in China.By studying the current development situation of mass ice and snow sports in Russia,sorting out its development framework in terms of events,public participation,school education,venue facilities,management system,institutional guarantee and ice and snow culture,this paper summarizes the historical motivation,theoretical basis,practical logic and power source of its development experience,and draws on and explores the mass ice and snow sports development methods suitable for China's current national conditions.It proposes the development path of exploring the appropriate development mode with government management as the leading department;consolidating the cornerstone of ice and snow population with school ice and snow sports as the backing;building the entity organization network with social sports association as the structure;and spreading the ice and snow sports culture with the opportunity of protecting the Winter Olympic heritage,in order to promote the ice and snow sports into the life of the public and help China construct an ice and snow leading sporting nation.
