摘要
加强和创新社会管理,事关公民的切身利益,迫切需要依法保障公民的积极有序有效有尊严参与。公民依法参与社会管理,是对马克思主义民主自治理论的发展。只有积极依法发展和规范基层民主,不断增强社会自治功能,社会管理创新才能有序有效地推动,并且取得群众满意的效果。因此,必须重视依法疏通公民有序有效有尊严地参与社会管理的渠道,依法引导和规范公民民主参与社会管理创新的各项活动,切实保障公民参与社会管理的法治机制正常运行,进一步完善公民参与社会管理与服务的法治体制,为公民积极有序有效有尊严地参与社会管理服务铺平法治道路。
The enhancement and innovations of social administration closely relates to citizens＇ interest. Therefore, an active, orderly, effective and decent public participation into social administration is urgently demanded as well as protected by law. Public participation into social administration is a development of democratic autonomy of Marxism theories. Social administration innovations can be achieved only when grassroots democracy has been actively developed and social autonomy is enhanced continuously. Therefore, it is of great importance to paving the way for citizens to participate into social administration： smoothing the legal channels; regulating activities of citizens; ensuring the normal operation and improving the service for citizens to participate in social administration.
