摘要
社会稳定和长治久安是新时代党的治疆方略的总目标。宗教极端思想是破坏新疆社会稳定和长治久安的总根源,依法铲除其滋生的土壤和传播的环境是落实新时代党的治疆方略的关键之一。坚持夯实去极端化所依靠的最广泛、最坚实的群众法治基础是落实新时代党的治疆方略的重点任务。坚持把社会主义核心价值观融入去极端化的法治建设之中,是落实新时代党的治疆方略的核心要义。坚持从治理体系和治理能力现代化的层面加强去极端化的法治建设,是事关新时代党的治疆方略总目标实现的关键举措。法治实践中,应坚持以总体国家安全观为统领,以社会主义核心价值观为引领,全面构建起预防和打击宗教极端势力、黑恶势力、腐败分子违法犯罪与加强基层党组织建设联动的法治机制,全面夯实新时代党的治疆方略实施的坚实法治基础。
Social stability and lasting peace are the overall goal of the CPC’s strategy of governing Xinjiang in the new era.The religious extremism is the root cause of destroying the social stability and long-term stability in Xinjiang,and eradicating the soil and spreading environment under the law is one of the keys to implementing the Xinjiang strategy of the Communist Party of China in the new era.Adhering to the broadest and most solid basis of the rule of rule of the masses is the key task of implementing the Xinjiang strategy of the Communist Party of China in the new era.It is the core meaning of implementing the party’s strategy of governing Xinjiang in the new era to integrate the core socialist values into the construction of the rule of law without extremism.It is a key measure for the realization of the party's overall goal of governing Xinjiang in the new era to insist on strengthening the construction of the rule of law in the light of modernization of the governance system and governance capacity.In the practice of the rule of law,we should insist on taking the overall view of national security as the leadership,and taking the core socialist values as the guide,to comprehensively build up the rule of law mechanism to prevent and combat the religious extreme forces,the black forces,the corrupt,and strengthen the construction of grass-roots Party organizations,and comprehensively consolidate the solid basis of the rule of law of the Communist Party of China in the new era that governs Xinjiang.
