摘要
我国高等教育大体经历了从阶级内权利公平经机会公平到质量公平的制度建构轨迹。在这一进程中,质量与公平的协调与平衡始终是一个难题。在当前凸显质量提升与和谐公平的整体政策诉求和制度建构中,高等教育质量公平目标的提出现实而迫切。推动这一进程需要从高等教育质量公平的各层次政策要点、多主体质量观念表达机制以及补偿性教育政策模式的生成三个方面进行深入思考。
China's higher education experienced such institution construction track from the equal right within class through the equal opportunity of citizens to the quality equity. In the process, it was difficult to coordinate and balance quality and equity. Considering the policy appeal and the institution construction which stressed the improvement of quality, harmony and equity, it was necessary and urgent to put forward the aim of quality equity in higher education. In order to impel the process, three aspects should be given more concern: the key points of various policies on the quality equity of higher education, the expression mechanism of the multi-agent quality concept, and the generation of the compensatory educa- tion policy mode.
