中国高技术产业创新与发展的规模增长关联诊断——兼论产业创新系统规模因子的构建与应用 被引量:11

摘要 从政策关注变量间的非线性规模增长关系角度分析产业创新系统的发展特征具有直接的政策实践价值,本研究基于幂律函数构建了可用来量化描述产业创新系统发展基本特征变量间非线性规模增长关系的"规模因子",并基于1995~2009年区域和产业两个层次上的中国高技术产业面板数据实证度量与比较了中国高技术产业研发经费投入(创新投资)与工业总产值产出(经济发展)非线性的规模数量关联,探索了中国高技术产业创新与发展的规模增长关联以及在区域和产业两个层次上的程度差异。 This paper shows the power-law function can be used as a feasible and convenient analytical tool, uses the power-law function to construct the scaling factor to quantify the non-linear scale growth relations between the primary varia- bles describing the development of industrial innovation systems, and applies it to the measurement and comparisons of the non-linear scale growth relations between the expenditure on research and development (innovation investment) and the gross industrial output value (economic development) of China's high-tech indus- tries based on the regional and industrial panel data over 1995-2009. The paper can provide some evidences for the scale relations between China's high-tech industrial innovation and development as well as the variances between regions and sub-indus- tries.
