摘要
为了破解水电建设中的移民安置难题,2007年云南省创建了"移民补偿安置16118政策",把"以土安置为主"转变为"以长效补偿为基础的多渠道安置",取得了显著成效。"16118"提出了"两块基石不可动摇"、"一条生命线不可偏离"、"完善城镇安置政策"等重要观点。建议在实际运用中需完善城镇安置移民政策,编制区域移民优势产业扶持规划,建立移民公积金制度,提高移民可持续发展和抵御自然灾害的能力。
In order to solve the problem of resettlement in hydropower construction in Yunnan Province, the ＂16118＂ Policy for Resettlement Compensation were formulated in 2007 by Yunnan Government. The ＂16118＂ Policy change the resettlement idea to ＂Multi-channel resettlement based on long-term compensation＂ from ＂Soil-based resettlement＂, and achieves good results. The main ideas of ＂16118＂ Policy include ＂Two unshakable cornerstones＂,＂An undeviating lifeline＂ and ＂Improving the urban resettlement policy＂ . The practice of ＂16118＂ Policy shows that the urban resettlement policy need to be improved, the regional competitive industry plan for resettlement shall be drafted and the resettlement fund system shall be established for improving the capacities of sustainable development and withstanding natural disasters of resettlement.
