Research on Environmental Efficiency Evaluation of Urban Agglomerations in Northeast China Based on DEA Model

摘要 随着东北振兴"十二五"规划的出台,贯彻和落实科学发展、转型发展、协调发展、创新发展的振兴理念,关系着东北地区未来的发展方向和发展水平。以东北地区三大城市群为研究对象,应用传统DEA的C2R、BCC模型,对"十一五"期间产业集群的环境保护投入产出效率进行评价;进一步应用改进DEA的SBM模型,从能源环境效率视角,评价三大城市群经济—环境的协调程度。结果表明:因投入规模不足或环保技术落后等原因,三大城市群环保效率均未达到DEA有效;辽中南城市群经济发展水平最高,其中心城市环保效率达到DEA有效的数量较多,但该产业集群整体上对环境造成的压力最大,吉林中部城市群、哈大齐城市群的经济—环境协调程度也有很大的提升空间。建议通过优化产业集群的空间布局、建立城市群内部与城市群之间的分工与协调机制等途径,促进东北区域经济与环境的协调发展。 With the Twelfth-Five-Year Plan of Northeast revitalizing,how to implementing the revitalization of the scientific development,the transformation development,the coordinated development,the innovative development,determines the future development direction and development level of the northeast areas.This paper takes the three urban agglomerations in Northeast China as the research object,applies DEA method to evaluate industrial cluster effect of environment protection and the coordination of economy and environment status during the"Eleventh-Five-Year" period.The results showed that:the urban agglomeration of the Central and South Liaoning Province belonged to the highest economic development level,but it resulted in maximum pressure to environment;the coordination of economy-environment status for the urban agglomeration of Central Jilin Province and the urban agglomeration of Ha-Da-Qi was also very poor;three Urban agglomerations had great space to improve their environmental efficiency.The paper suggests to optimize the spatial arrangement of industrial cluster,to establish division of labor and harmonious mechanism of inside and between the urban agglomerations,so as to promote economic and environmental coordinated development in Northeast China.
