摘要
居民用户窃电现象多发但尚缺少有力的治理措施。从居民用户窃电方式、分布情况、重复窃电次数这3个角度分析目前居民用户窃电的特点,提出了对居民用户实施反窃电分级管理。从分级表计管理、分级宣传、分级巡查、按窃电量的梯级罚款制度、重复窃电加倍处罚等角度提出了分级管理的具体方案。
The phenomena of residential electricity stealing happen frequently however short of strong countermeasures. Features of the present residential electricity stealing are analyzed from the viewpoints involving style of residential electricity stealing, geographic distribution and repetitive times of electricity stealing. A hierarchical management scheme is further presented, the concrete measures of which include hierarchical meter management, propaganda and inspect measures, as well as cascade penalty rules relating to the amount of the stolen electric energy and repetition times of electricity stealing.
