摘要
要推动我国高等教育的转型发展,使高校由大到强,必须采取三方面措施:第一是高等教育管理部门要真正下放和落实高校的办学自主权,允许高校探索改革;第二是高校要扬长避短,错位发展;第三是政府要出台财政投入保障机制,增强投入,化解高校的债务并认真解决高校后勤社会化的问题,确保高校健康持续稳定的发展。
To promote the transformation of higher education in China and strengthen the higher education, measures should be taken in the following three aspects： firstly, the higher education administration department should transfer the autonomous power to the universities and colleges and allow them to explore their own reform; secondly, all the universities and colleges should adopt their good points and avoid their weaknesses to achieve their own devel- opment; thirdly, the government should establish the financial security system and add more investment to resolve the problem of loans in the universities and colleges so as to ensure a healthy development of higher education.
