澳大利亚职业教育良性发展机制及其对我国开放大学建设的启示 被引量:7

The Development Mechanism of Vocational Education in Australia and its Implications for the Open University of China

摘要 本文系统阐述了澳大利亚职业教育良性发展机制的十个主要方面,在此基础上,深入分析了澳大利亚职业教育良性发展机制对我国开放大学建设的启示,指出我国开放大学顶层设计应该注意构建科学的职能配置体系、完备的国家体系、长效的政策保障体系、科学有效的规制政策体系和全国统一的认证框架体系,以保障开放大学事业的健康发展。 In order to develop human resources and improve skills for all walks of life, Australia has es-tablished a highly efficient national vocational education training system, which is similar to the Open University system currently being built in China. Based on a systematic analysis of the development mechanism of vocational education in Australia, including the national strategies, diverse national training systems, political environment encouraging vocational development, andquality assurance measures, etc, this study discusses the implications of the Australian mechanism for the construction of the Open University of China (OUC). It is posited that the top design of OUC should be aimed at a long-term scientific and efficient system, with roles and functionsclearly defined and distributed, policies and accreditation systems scientifically designed and unified nationwide.
