摘要
随着机动车保有量的快速增长,我国很多城市面临着日益严重的交通拥堵等交通问题的困扰。自20世纪末以来,特别是最近一个阶段,很多城市相继出台了如"禁电令"、"禁摩令"、"尾号限行"等限制性措施,并引发了社会关于路权及其限制的争议。那么什么是路权,路权的限制又是否合法、合理,当前城市交通拥堵的困局是否必须以限制路权来应对,成为摆在交通管理者面前的难题。
With the rapid growth of vehicle population in China, many cities face a growing problem of traffic problems, especially traffic congestion. Since the late 20th century, many cities have taken restrictive measures, such as "no electric motorbike", "no motorbike","tail number limit", which triggered a social dispute on the right-of-way and restrictions. What is the righ-of-way? Are the restrictive measures legal and reasonable? It is a tuff issue for the traffic administrator to face when solving the problem of traffic congestion.
