摘要
排污权交易是一项以市场手段防止和治理环境污染的机制,已引起了各国的广泛重视。以华东地区7个燃煤电厂在实施排污权交易前后的生产数据为例,借助数据包络分析(DEA)模型比较了排污权交易与传统脱硫技术的效率。结果表明,排污权交易机制更具经济有效性,且新建的大型燃煤电厂比中小型老燃煤电厂更具DEA效率。
Emission trading is a market mechanism to control the pollution and has caused widespread attention throughout the world. Data envelopment analysis (DEA) method is employed to compare the effectiveness of conventional desulfurization technology with emission trading based on input-output data of seven coal-fired power plants in East China. It shows that emission trading is more cost-effective. Furthermore, those new large coal-fired power plants are more DEA efficiency than small or medium old ones.
