摘要 目前由于国家和高校自身在对人才的培养、使用、选拔、吸引等认识和政策方面的局限性,在某种程度上制约了现有人才的积极性、创造性的发挥,从而,使高校的高层次人才处于很不稳定状态。文章试就改革给高校所带来的严峻考验,从政府宏观政策以及高校自身的建设等方面提出稳定高校人才和调动人员积极性的建议。 The initiative and creativity of the talents are restricted to some extent because of nowadays limitations of the nation and institutions in theory, knowledge, and policy of training, utilizing, selecting and attracting these talents. Therefore, the talents at higher level in institutions of higher education are in an extremely unstable state. In regard to the macro policy of the government and the construction of institutions themselves, the authors of this paper put forward the suggestions of stabilizing and mobilizing the personnel, as so to confront the severe test resulting from institutions' reform.
