摘要
在产业分工不断细化和深化背景下,中小企业的研发设计创新能力提高是中国可续发展的保障。文中从企业内部研发设计创新能力和企业外部研发设计创新环境两个方面提出了中小企业研发设计创新评价模型,它不仅关注企业内部的研发设计创新能力,也强调社会、国家和研发设计创新集群对企业研发设计创新能力提高的重要性。基于该模型,并设计出具有时效性和针对性强、具有全面性、实用性和指导性强的评价指标体系,以期对中小企业的研发设计创新过程进行有效评价。
Small Medium Enterprise（SME） plays a vital role in the background of global specialization.Its innovation ability for RD guarantees the sustainable development of China economy and society.This paper proposes a relationship mode of innovation ability for RD in SME constituted by innovation ability for RD within the enterprise and enterprise external environment for RD.This model suggests that innovation ability for RD in SME not only depends on the innovation ability and resource within the enterprise,but also on the influence of society,country and innovation clusters.From the new perspective offered by the proposed mode,an evaluation index system will also be established for more time-effactive and specific,comprehensive,instructive and practical evaluation of innovation ability for RD in SME.
