摘要
国际能源运输系统是当前实现能源在世界范围内重新分配的途径,它主要由海洋运输、管道运输、铁路运输构成。国际能源运输系统线路长、环节多、整体性强、受攻击门槛低,它本身具有无法克服的脆弱性;而来自于途经国家政局、大国地缘政治上的博弈和非传统安全因素等方面的威胁加剧了这种脆弱性,并导致了国际能源安全无法得到保障。为了应对这一局面,国际社会应当从世界经济的全局出发联手建立国际能源运输系统的安全保障机制,消除非传统安全因素对它的威胁,以确保世界经济正常运转。
International Energy Transport System is the channel to re-allocate energy around the world and it is composed of sea transport,pipeline transport and rail transport.Due to its long distance,too many chains,strong integrity and low-threshold for attack,it owns insurmountable fragility,which will be aggravated by the threats caused by the political situation of the transit countries,the geopolitical games between big powers and non-traditional security factors,and results in that international energy security can not be guaranteed.In order to deal with this issue,the international society ought to make joint efforts to build up the security mechanism for international energy transport system,wipe out the threats from non-traditional security factors and ensure that the world economy runs on healthy trajectory.
