摘要
"韬光养晦,有所作为"外交战略具有深厚的文化底蕴,是中国为应对西方的和平演变、维护国家安全、并谋求自身发展的外交战略;随着安全概念的多元化,传统安全与非传统安全相互交织和我国安全形势的复杂化,中国仍然需要奉行"韬光养晦,有所作为"战略。现阶段我国安全领域面临三个层次的安全威胁,即美国对我国的现实威胁以及由此带来的安全困境;周边国家存在诸多不稳定因素,直接威胁我国安全发展;非传统安全的复杂多变,造成我国安全环境的恶化。因此,中国仍然要采取"韬光养晦,有所作为"外交战略积极应对,解除我国的安全困境。
The diplomatic strategy of ＂keeping a low profile, and doing something＂ has a deep cultural background, by which China deals with the western peaceful evolution, safe- guards national security and seeks its own development. Due to the diversity of security＇s concept, the interweaving between traditional security and non-traditional security, and the complication of China＇s security situation, China should still adhere to the strategy of ＂keeping a low profile, and doing something＂ . At present China is faced with three levels of security threats in security field. Firstly, America is bringing about real threats and the resulting security dilemma in our country. Secondly, there are many unstable factors in our neighboring countries, which may lead to direct threats to our security development. Thirdly, the deep development of non-traditional security may result in the deterioration of security environment in our country. In order to respond actively to all these threats and remove the security dilemma, it is necessary for China to keep adopting the dip- lomatic strategy of ＂keeping a low profile, and doing something＂ .
