摘要
我国的外语教育尽管在过去的30年里取得了令人瞩目的成就,并呈现出蓬勃发展的景象,但外语教育政策与实践不仅存在规划缺乏科学、语种设置集中、结构和发展不均衡等问题,还长期忽视了根据地方所处区域实际以及地方经济社会发展对外语人才的特殊需求来制定地方性外语教育政策的主体作用。在经济全球化和区域经济一体化深入发展的背景下,结合各地方经济社会发展对人才的不同需求,尽快赋予地方教育机构更大的自主权,为地方经济社会发展培养所急需的外语人才,实施多元外语教育已迫在眉睫。
China's foreign language education has witnessed great achievements in the past three decades and is continuing to surge forward full of vigour, though there still exist many problems. Some of the problems are manifested in the fact that foreign language policy and practice has revealed a lack of sound and rational planning and the teaching of a limited number of foreign languages, which fails to meet the needs of the local society. Meanwhile, the local situation has been getting shortchanged by the social processes and intellectual discourses. In the context of globalization and regionalization, it is extremely pressing to adopt diverse foreign languages education to satisfy the needs of local economic and social development. A local grounding should become the primary and critical force in the construction of foreign language education policy and practice if we are to cultivate more contextually competitive personnel.
