摘要
2004年起,云南省对高校生均拨款制度进行改革,实行经费包干体制,至2008年第一轮包干体制结束。在经费包干期间,云南高等教育的发展取得了显著成效,学生规模稳定,多层次、多元化发展初具规模,教师整体素质提高、科研成果累累。但也暴露了一些问题:经费不足,效益亟待提高,债务增长迅速,经费运转困难。为推进云南高等教育的发展,应采取切实有力的措施,包括建立与市场经济相适应的高教资源投入多元机制,进一步改革和完善现有的经费包干体制,改革高校内部管理体制,加快高等教育专业结构调整,进一步加大财政合理投入力度等。
Since the year of 2004,all the universities in Yunnan province began to carry out the fund system of responsibility instead of the system of per student allocation.Up to the year of 2008,the first fund system of responsibility came to the end.What were the achievements we had made in the higher education development in Yunnan during the period of the execution of the fund system of responsibility？ With the help of a plenty of materials,this paper mainly discusses the achievements under the fund system of responsibility as well as gives an analyze to the problems and the ways on how to promote the higher education development in Yunnan are also put forward.
