本文分析了建立自然资源开发利用预警的必要性，研究了预警系统和预警流程。
The paper analyzes the necessity of founding the pre-warning system on natural resources development, puts forward the principles of pre-warning and indexes of measurement and discusses the framework of the pre-warning system and the pre-warning flow.
