摘要
基于环境损益经济分析这一视角,在明确铁路建设项目环境影响经济分析的概念的基础上,界定了铁路建设项目环境影响经济分析的内容;分析铁路建设项目环境影响因子及其受纳体——环境影响要素,得出影响因子作用于影响要素产生的环境收益和损失项,即环境影响经济分析指标;最后围绕建立的环境影响经济分析指标体系,运用环境经济学等货币化理论和方法给出了各项损益指标和环境总损失值的度量和计算方法。
Based on the perspective of environmental profits and losses economic analysis,on the foundation of the concept of economic analysis of environmental impacts on railway construction projects,defined the content of economic analysis of environmental impacts on railway construction projects;analysis the environmental impact factor and its receptor--environmental impact elements,then established environmental impacts economic analysis index system;finally around the environmental impacts economic analysis index system, applied monetary theory to give the measuring and calculating method of each loss and value index and environment total loss.
