摘要
全国高校统一招生录取目前主要实行的是顺序志愿与平行志愿两种投档管理办法,本文从现行高校招生录取管理体制的整体出发对两种办法进行了比较,指出投档比例和计划执行管理才是现行录取管理体制的两个关键问题,并成为投档办法改革的体制性障碍。本文对北京市近3年来本科录取实行"小平行"投档办法及2010年专科录取实行"彻底大平行"投档办法给出了政策解读。对于今后高校招生录取管理体制的改革,笔者明确提出,首先应使大部分高校都可以按规定自主选择不同招生形式,然后在不同的招生形式中,将学校的自主招生权与学生的自由选择权做对应式挂钩。在学校独立的各种自主招生形式中,学校自主考核"录取"学生;在统一招生形式中,学生按分排队,高分优先,学生自主"录取"学校。
Comparison is made between the two popular models of sequential application and parallel application from the view of the entire college admission system.A conclusion is drawn that the rate of submitting applications and the management on it should be the two key issues in the college admission system,as well as the obstacles in the reform of it.Furthermore,some explanations are made on ＂the model of partly parallel application and the model of extremely parallel application,separately run in the admission for the undergraduate degrees in the recent 3 years and for the pre-undergraduate degrees in 2010 in Beijing.Finally, as to the reform of the college admission system,it suggests that most of the colleges should be permitted to enroll candidates in the ways they prefer which abide by the relative regulations.As a result,the colleges have the opportunities to choose candidates independendy,and the candidates,in the sequence of the scores,have the opportunities to choose colleges in the latter unified admission process.
