摘要
资源开发利用与环境保护之间冲突对我国西北地区造成的后果非常严重,分析二者冲突形成的原因主要有内部和外部两个方面,内部原因是资源与环境固有的属性,即有限性和稀缺性,外部原因包括经济原因、社会原因和法制原因三个方面。因此,要使资源开发利用与环境保护协调发展,就要以资源与环境的内在属性为立足点,以二者冲突的外部原因为突破口,通过"三个依靠"来协调资源开发与环境保护的矛盾,即要依靠先进理念、科技进步、法制完善,实现资源开发与环境保护协调发展。
The conflict between resource development and environment protection have lead to very serious consequences in the area of our country northwest,from the analysis of both internal and external reasons for the formation of conflict.Internal reason is resource and environmental inherent attributes that limitation and scarcity,external causes include economic reasons,social causes and legal reason three aspects.Therefore,for development and utilization of resources,coordination of development and environmental protection,it is necessary to the intrinsic properties of resources and the environment as a foothold to both external causes of conflict as a breakthrough,by ＂three to rely on＂ to coordinate resource development and environmental protection contradiction,that is,to rely on advanced concepts,scientific and technological progress,improving the legal system,resource exploitation and environment development.
