摘要
综合有关资料和统计数据显示,高校科研管理系统陷入数字化困境。治理理论发现,单元权力、缺乏合作、刚性管治的僵硬科研管理系统百弊丛生。将治理理念融入高校科研系统,以提供更好的服务创造更强的高校科研实力为终极目标,从政府、高校和科研人员三个层面的合作互动来构建和谐发展的高校科研治理体系。
According to some material and statistics,the system of scientific and research management in college falls into digitizing dilemma.Governance theory shows： there are many shortcomings in inflexible scientific and research management system because of monopower,lack of cooperation,stiff governance.Therefore,it is necessary to introduce governance theory to provide better service,create higher level scientific and research strength in college.The theory can be constructed and developed from three levels,that is,government,college and scientific and research personnel.
