摘要
将治理理念融入高校科研系统,以提供更好的服务创造更强的高校科研实力为终极目标,从政府、高校和科研人员三个层面的合作互动来构建和谐发展的高校科研治理体系:政府分权于公民社会,高校放权于学术组织,学者获得学术自由,三方主体上下互动,紧密合作,协调发展,使高校科研形成良性循环。
According to some material and statistic,the system of scientific and research management in college falls into the dilemma of numeral： government funds for scientific and research not enough,statistic unworthy of the real science and technology strength,administrative and numerical management and utilitarian learning of teachers and scholars.Governance theory shows： there are many shortcomings in inflexible scientific and research management system because of monopower,incorporation,stiff governance.Therefore it is necessary to introduce Governance theory into college scientific and research system to provide better service,create higher level scientific and research strength in college.The theory can be constructed and developed from three levels,that is,government,college and scientific and research personnel.The government shares the power with the ordinary people,the college relieves more power to academic organizations,scholars get more academic freedom.Three parties closely work together to make college scientific and research system work more smoothly.
