摘要
采用DEA-Tobit两步法对江苏省13个地级市的科技资源配置效率进行评价,并根据评价结果构建多元线性回归模型,分析影响城市科技资源配置效率的因素。结果表明,教育投入水平、经济开放度对城市科技资源配置效率有显著影响,R&D强度不是显著的影响因素。建议增加教育投入、扩大经济开放度以提高城市科技资源配置效率,促进城市、区域的经济社会发展。
In this paper,the method of two-stage DEA-Tobit is used to assess scientific resource efficiency of thirteen cities in Jiangsu province. And a multiple linear regression model is established to analyze influential factors of efficiency in accordance with results of assessment. The conclusion is that level of educational investment and degree of economic opening are significant factors,while RD intension is an insignificant factor. Therefore,measures of increasing educational investment and enhancing economic opening degree should be taken to improve scientific resource efficiency and promote the development of economy and society of cities.
