摘要
本文首先根据科技资源的特点,构建了科技资源投入和产出的指标体系,建立了科技创新资源配置效率的评价模型。然后,运用数据包络分析(Data Envelopment Analysis,DEA)方法,从效率、有效性和规模收益3个方面对我国31个省市自治区的科技创新资源配置进行了分析和评价。最后,对22个非DEA有效的地区进行了"投影"目标分析,分析表明,这些地区可以通过加强管理、增强活力来提高生产水平。本文提出了科技创新资源配置效率的改进建议,为决策层提供管理信息和决策依据,这对区域创新能力的提升具有重要的现实意义。
This paper constructs the index system of input and output of science and technology resources,and establishes the model for evaluation of the allocation efficiency of science and technology innovation resources according to the characteristics of science and technology resources.Then,uses the data envelopment analysis(DEA)method to analyze and evaluate the allocation of science and technology innovation resources of China’s 31 provinces from the 3 aspects of efficiency,effectiveness and scale income.Finally,analyzes the"projection"targets of 22 non-DEA effective regions.The analysis shows that these regions can improve the production level by strengthening management and enhancing vitality.The paper puts forward the suggestions for improving the allocation efficiency of scientific and technological innovation resources,to provide management information and decision-making basis for decision-makers,which has the important practical significance for the promotion of regional innovation ability.
