摘要
探讨自然资源正外部性的表现形式及其相关的激励理论,提出自然资源正外部性激励的主要途径,包括依据正外部性的作用范围选择合适的规制方法、综合使用激励手段以及尽量让市场起作用等;阐述抑制自然资源负外部性的三种主要手段,即法律禁止、政府规制和道德约束。在分析这三种手段适用性的基础上,提出抑制自然资源负外部性的主要途径,包括选择合适的规制方法、明确产权和引入市场等。
The paper first discuss the forms of positive externality and its economics principle,then put forward the main incentive ways to externality,i. e. chose the suitable regulating way according the effecting scope of positive externality,try to let market work by synthetically using the regulation means,and etc. Second,the paper expounds three means to restrain the negative externality,i. e. the laws constrain,government regulation and moral restrict. On the basis of analyzing this three means,it puts out the main way to restrain negative externality,including chose the rational regulation way,divide and nail down property rights and use the market mechanism.
