摘要
发展民办教育能够缓解巨大的教育需求和有限的政府投入之间的矛盾,但就近20年间民办教育的发展情况来看,民办学校整体办学实力薄弱、效率不高、定位不准,尤其是民办学校产权不清、结构不科学、不能进行市场交易等问题制约了其发展。基于产权具有排他性、可分解性、约束和激励功能、可分割可交易及其本质是人与人之间的社会经济关系等,在理解教育产权、学校产权和有关概念的基础上,得出民办学校产权研究的六大方向。
The development of non-government education can decrease conflict between huge educational demand of citizens and limited investment of government, but as far as the development status of nongovernmental education in recent 20 years is concerned, the problems such as weak school-running strength, low efficiency, wrong orientation, particularly unclear property rights and unscientific structure restricted its development. Based on the exclusiveness, resolvability, restriction and inspiration function, divisibility, bargaining and its essence of social and economic relationship between people and people, depending on understanding the concepts of educational property rights and school property rights, the author conclude six directions for study on property rights of non-governmental schools .
