摘要
针对当前我国因病或非因工完全丧失劳动能力而退职的人员被社保制度边缘化的现状,有必要设立病残津贴制度。借鉴发达国家和地区病残津贴制度的实践经验,结合我国国情和社保制度的改革轨迹,应从病残津贴的界定、覆盖范围、资格条件和待遇给付等四个方面,建立我国的病残津贴制度。
At present,people who was of incapacity for work completely and early retired due to illness or nonindustrial disability marginalized by the social security system gradually.Based on this situation,the authors point out that our country should try to establish the invalidity benefit system.By learning from the invalidity benefit experience of developed countries and regions and considering Chinese national conditions and social security system＇s reform,this paper puts forward some policy suggestions on establishing invalidity benefit system in China from the aspects of invalidity benefit＇s definition,coverage,qualifications and payment.
