摘要
公共服务均等化既是一个经济问题,也是一个政治问题。实现公共服务均等化是我国经济发展、构建和谐社会和完善公共财政体制的重要战略举措之一,可以有效促进落后地区发展,同时提升弱势群体的福利水平和社会地位。本文在总结、对比已有研究成果的基础上,从分歧中明确公共服务均等化的涵义;以"均等化"为侧重点阐明公共服务均等化的内容;并借助经济学理论模型分析公共服务均等化的约束条件及其政策取向。
The equalization of public services is not only an economic issue,but also a political issue.To achieve the equalization of public services is one of the important strategic initiatives of our country＇s economic development,building a harmonious society and improving the public finance system.It can effectively promote the development of backward areas,while improving the welfare of vulnerable groups level and social status.In this paper,basing on the existing research,we clear the meaning of the equalization of public services from the differences;clarify the contents of the equalization of public services;and analysis the constraints and policies with economic theory.
