摘要
将哪些公共服务项目外包出去,这是政府在市场化改革中面临的难题。本文从理论和实践双重角度,对相关观点及数据加以梳理和分析。研究发现,从美国的实践来看,理论与现实形成了较大反差:在理论上被认为应由政府自己生产的公共服务项目,常常是实践中最易被外包的类型。这种看似矛盾的现象提示我们,政府在重视决策科学性的同时,更应提高管理各类不同合同的能力,成为一个精明的买主和管理者。
An important decision confronting government is choosing when to contract for service delivery. From both theory and practice perspective, this paper analyzes the relative points and data. The practice in the United States is a contrast to the theory: some services that are commonly thought to be suitable to deliver by government directly are usually contracted out in practices. Thus, government should improve contract management capacity to be a "smart buyer" and a "smart manager" while it focuses on decision - making.
