摘要 科技创新已成为影响社会经济增长和社会发展的关键性因素。在建立科学合理的科技创新能力评价指标体系的基础上,运用可拓评价方法建立了科技创新能力综合评价的物元模型。通过计算其综合关联度进行综合定量分析,将多指标的评价归结为单目标决策,实现了科技创新能力的综合评价,克服了单一评价方法所存在的缺点。通过对中国大陆12个省市区的科技创新能力进行实证分析和评价,对科技创新能力评价方法进行了有益的探索,为科技创新决策提供一种科学实用的新方法。 The scientific and technical innovation has become crucial factor that affect society economic growth and the social development. On establishing scientific and reasonable scientific innovation ability evaluating index system, has established synthetic evaluation element model of the scientific innovation ability using the extension evaluatibn method. Through calculating its comprehensive correlative degree to carry on the comprehensive quantitative analysis, the multi-index evaluation is transformed into single objective decision-making, has realized synthetic evaluation of the scientific innovation ability, overcome the shortcoming which the sole evaluation method exists. Through the empirical analysis and evaluation to China 12 provinces and cities scientific innovation ability, has carried on the beneficial research to the scientific innovation ability evaluation method, provides a new scientific and practical method for the scientific innovation decision-making.
