摘要
介绍了当前电网应急方面研究的动态和对电网应急体系脆弱性进行评估的方法;采用脆弱性评估中的综合指标法,编制了评估电力应急体系脆弱性的指标体系。根据当前其它方面已经应用的指标和电力应急体系层次结构的现状,从法律基础、组织机构、灾害预防及预警、灾害应急反应、物资保障、通信保障、应急指挥中心、灾后总结和信息发布等方面进行指标编制。
The current studies on power emergency and the methods used in power emergency system vulnerability assessment were introduced.The index system in power emergency system vulnerability assessment was compiled by using comprehensive indexes.Based on the applied indexes in other respects and the status of the hierarchical structure of power emergency system,the index system was compiled considering the aspects including legal base,organization,disaster prevention and early alarming,disaster emergency response,material support,communication support,emergency command center,conclusion after disaster and information release.
