本文报导了 2 0 0 3年 8月 14 ,15两日美国纽约大停电带来的冲击和问题和相应的应急措施。大停电的影响远超过现代生活的不便 ,如果关键的地方没有适当的备用发电设备 ,则将严重威胁紧急处理和生命救助系统。本文目的是通过回顾纽约实际发生的危害情况进一步认识连续供电和大停电时必要的备用发电设备的重要性。最后摘录了他们对备用发电机的一些建议供用电管理人员参考。文中的信息来自事后由纽约市长组织的一个应急工作组编制的一份名为“加强纽约市的应急措施”
This paper reports the impacts and resulting issues of power outage experienced by New York city and it's emergency response during the widespread blackout on August 14 and 15, 2003. The blackout's impacts went far beyond the loss of modern convenience; and when appropriate backup generation was not available, critical emergency service and life support system were threatened. The aim of this paper is through reviewing the actual crises happened in New York during power outage to further understand the extreme importance of power supply continuity and backup generators for critical sites during power outage. Finally their recommendations about backup generators are extracted for power consumption management personnel's reference. The information in this paper are extracted from a report titled 'Enhancing New York City's Emergency Preparedness' prepared by a Emergency Response Task Force organized by New York City's mayor after the blackout was over.
