摘要
高等教育质量是系统性质量,显示出结构层次性、分类定位性和个体指向性等基本特征,它受其职责、专业、课程、产出、声誉、跟踪等因素影响。只有根据高等教育质量的基本特征,并对这些因素加以重视、研究及有效控制,从职责上履行使命,在专业上制订基准,课程经同行评价,产出有结果检测,从而在分类排行中获得声誉,享有满意的顾客评价,才能保证质量。同时,高等教育应依据质量信息进行决策,加强质量伙伴合作关系,完善校园质量保证体系,开发学术质量保障策略,才可望从实践中持续地提升质量。
Quality in higher education is of systematic quality,which demonstrates stratification of its structures,orientation of classification,and individual directivity.It is influenced by factors including institution responsibility,majors,courses,outputs,reputations,quality tracking,etc.Only by referring to the essential quality features,and by highlighting,analyzing and controlling these appraising factors,can institutions of higher education assure their quality.Appraisal of quality includes the following steps,which are fulfilling the mission,setting benchmarks upon majors,receiving course appraisal from peers,inspecting consequential results.Therefore,the institution could gain reputation in classified rankings as well as satisfying customer feedbacks.Besides,institutions of higher education should make decisions according to the appraisal of quality,strengthen relationship between partners involving quality of higher education,improve institutional quality assurance system and develop strategies of protection for academic quality.Then higher education quality can be expected to improve continually in practice.
