摘要
民族国家高等教育系统,被同时赋予世界性使命与民族性使命。世界性使命是世界高等教育系统群的共同使命项目,执行世界性使命要求在世界维度上执行系统群共同使命项目,并且要求在世界维度上保障其执行质量;民族国家高等教育系统,只有执行世界性使命,才能在世界高等教育系统群中获得平等席位与平等权利。民族性使命是各民族国家高等教育系统自选项目,对于任何一种民族高等教育系统而言,民族性使命都包括民族国家文化的承传及民族国家精神的培养、民族国家人的培育两大核心项目与永恒项目;执行民族性使命,要求在民族维度上执行这两大核心项目与永恒项目,并且要求在民族维度上保障其执行质量;不执行民族性使命的高等教育系统不具备民族性或民族国家性,不具备民族性或民族国家性的高等教育系统不是民族国家高等教育系统。高等教育核心使命是推动社会整体持续发展与改善,民族国家社会整体品质提升与世界社会整体品质提升互为因果、循环促进,民族国家高等教育系统的民族性使命与世界性使命互为终始,交替往复,均指向民族国家社会整体品质提升与世界社会整体品质提升。
Higher education systems (HESs) in nation-states are entrusted with the global as well as the national missions.The global mission is shared by HESs around the world.To fulfill the global mission means to carry out their joint tasks and assure task effectiveness on an international scale.Only when HESs in nation-states execute their global mission can they gain an equal footing and equal rights as a member of the world higher education.The national mission is optional for HESs in various nation-states.To any one of them,the national mission consists in two principal and permanent tasks,i.e.to hand down and carry forward the national culture as well as ethos,and to cultivate national citizens.To fulfill national mission means to carry out the above-mentioned two principal and permanent tasks,and assure task effectiveness on a national scale.HESs failing to accomplish their national mission are deprived of their nationality or nation-stateness,and HESs without nationality or nation-stateness should not be deemed as national ones.The primary mission of higher education is to promote the sustainable development and improvement of society as a whole.As improvement of the national society and global society is integrated in a process of mutual causation and enforcement,the national and global missions of HESs in nation-states are also mutually conditional and inclusive,aiming for the betterment of the national and global society as a whole.
