摘要
实行节能发电调度将大大提高电力行业节能减排的效果,但该政策能否顺利实行与利益补偿机制有很大关系。针对利益补偿的特点,提出了基于发电权集散拍卖模式的利益补偿机制,以及发电权拍卖与资金补偿的相应数学模型。该模式规则透明,可操作性强,采用市场竞价方式进行发电权转让,降低了利益补偿操作的工作量,兼顾了各方利益,适宜于市场操作,可为节能发电调度的推行提供参考。
The policy of energy saving power generation dispatching can greatly improve the effect of energy saving and emission reduction in electric power industry. However, whether this policy can smoothly come into practice is closely related to the benefit compensation mechanism. Aiming at the characters of the compensation mechanism, the benefit compensation mechanism is proposed based on gathering and auction of generation rights, and the mathematic model about auction and compensation is proposed. The model is compatible and lucid. By using the market price competition manipulation to transfer the generation rights, it greatly decreases the workload of benefit compensation manipulation, gives attention to the interests of every aspect, and is suitable for market manipulation. The new model can be used as the reference for the smooth execution of energy saving power generation dispatching.
