摘要
针对我国电力体制改革的现状,借鉴国外电力市场的发展经验和教训,对我国后续电力市场化改革路径提出了一种新的构想,即以OTC(Over the Counter)交易和节能发电调度组合模式为我国电力市场化改革的新起点,经过丰富OTC市场交易主体、逐步开展大用户与发电企业的合约交易的第二阶段,到以完善的OTC市场交易为主、现货交易为辅的第三阶段,向标准化、金融性远期市场和现货市场组合模式迈进的路径;寄期能对我国后续电力市场化改革提供有价值的参考。
For the status quo of China power market reform as well as the development experience and lessons of foreign electricity market, this paper presents a new concept to the path of China subsequent power market reform. It is applying the combination of OTC （Over the Counter） trading and energy saving generation dispatching to be a new starting point for China power market reform, from through the second stage of enriching OTC market trading principals and carrying out the contract transactions of large consumers direct purchasing step by step, to the third stage that spot trading would be a supplement of perfect OTC transaction. The concept referred in this paper will be a path to advance the combination model of the standardization, long term financial market and spot market which is looking forward to provide valuable references to China subsequent power market reform.
