摘要
人事代理制度是市场经济条件下产生的一种新型人事管理方式。高校实行人事代理制度有利于保证人才个体的择业权和学校的用人自主权,促进人才的柔性流动,有利于优化学校资源配置,提高办学效益,推动高校人事制度改革。然而纵观目前高校人事代理制度的现状,深入推行还有一定的障碍。要解决这些问题,就必须树立“以人为本”的管理理念,以“立足实际、分步实施”为原则,灵活运用人事代理制度,进一步完善社会保障体系,消除后顾之忧,才能使人事代理制度得以广泛推广和进一步深化。
Personnel agents system is a new type of personnel management under conditions of market economy. Implementing the personnel agency system, colleges and universities can security the rights of personnel to individual choice and colleges and universities autonomy in personnel, promote the flexible flow of talent, optimize the allocation of resources, improve efficiency of schools and push ahead with reforms of colleges and universities personnel system. However, there are still certain obstacles in deepening the implementation of the personnel agency system. At present we have to establish a people-oriented management concept, in principle of "firmly rooted in the reality, step by step", use the personnel agency system flexibly, further improve the social security system, and eliminate worries. Only in this way can the personnel agency system be widely deepened.
