摘要
就业是民生之本、安国之策,是社会和谐的基础。以政府为主导的供给主体在提供公共就业服务过程中应遵循均等化原则,具体包括公共资源投入均等原则、就业机会平等原则和公民同等受益原则。现阶段,我国依然存在着公共资源投入不均、就业歧视普遍且严重、失业救助体制不健全等影响公共就业服务均等化的问题,需要通过推进公共就业服务法制化、完善促进公共就业服务均等化的公共财政制度、健全公共就业服务体系和加强公共就业服务的绩效管理等措施加以改善。
Employment is the foundation of people's livelihood,a country's stability and society's harmony. In the process of providing public employment service,the government must take a leading role,and follow the principle of equalization, which includes the equalization of public resource investment, the equalization of employment opportunity,and the same benefit of the citizens. At present, there are still some issues impacting the equalization of the public employment service, such as unequal investment in public resources, serious discrimination in employment, and loopholes, in unemployment assistant system. Some proposals being put forward suggest that we accelerate the legalization, improve the public employment service system,and enhance performance management of the public employment service.
