摘要
师资政策是高等教育政策体系中最重要、最核心的政策之一。在我国,国家政策取向与高等教育之间的互动关系始终对高等教育发展起着主导作用。在数十年的计划经济体制下,形成了由政府计划主导的、封闭静态和实行编制、身份管理的高校师资政策体制。经过市场取向的改革,高校与社会、市场发生了直接关系,师资系统实现了开放与流动,师资管理实现了以岗位管理为中心的动态、激励的多维管理。但现行师资政策体制仍存在缺陷,需要从政府与高校的关系和高校自身两个视角深化改革,以适应现代化、国际化高等教育发展的要求。
Teaching manpower policy is one of most important and core policies in the higher education policy system. In China, the interaction between the orientation of the government policy and higher education plays a dominant role in higher education development. In the dozens of years under the planned economy system, China developed a teaching manpower policy system in colleges and universities. The system, close and static, was dominated by government planning, and designation and identity management were exercised under the system. Through the market-oriented reform, institutions of higher learning have established their direct relationship with society and market and the teaching manpower system has become open and dynamic. And dynamic, encouraging multi-dimensional management with its focus on post management has been adopted in the teaching manpower management. But the current teaching manpower policy system is not perfect and needs to be further reformed in the government-university relationship and in the university' s own administration so as to meet the requirements of modernization and internationalization of higher education.
