摘要
作为全球性教育改革之特质的教育市场化现象在中国高等教育领域已经出现 ,但其与主流市场化理论强调的“市场进入伴随着政府退出”的主张并不一致。相反 ,市场只是国家更有效管理教育的一种工具。本文从全球化与本土化辩证关系的理论架构出发 ,重新审视了中国高等教育市场化现象 ,认为上述特点是由当前中国事业部门改革所需的两个基本前提条件所决定的 ,即一方面要满足市场经济体制改革的需要 。
Marketization of education has been identified as a salient feature in the global trend of educational reform. Phenomena of marketization have emerged in the higher education sector in the Chinese Mainland. In the Chinese context, however, the adaptation of a strategy toward marketization has not been accompanied by a concomitant retreat of the state as postulated by mainstream theories on the market. Conversely, the market is used as a more effective means of management in education. This paper examines the marketization of Chinese higher education by exploring the dialectic process that embodies globalization and localization. It argues that the marketization of Chinese higher education can best be understood in a reform context where any change initiated in the public sector must satisfy the demands of the new socialist market economic system, on the one hand, and maintain political stability, on the other.
