医院绩效评价的误区及其出路:基于伦理学的视角 被引量:7

摘要 我国医院一直未能建立有效的绩效评价体系,这在一定程度上导致了医院的低效率运行。医院开展绩效评价工作,对完善医院评价系统和提高医院管理效率具有重要意义。在建立医院绩效评价系统的过程中,应当避免片面追求经济效益,注意医院外部评价和内部评价系统建设的结合,以及绩效评价在绩效管理中的整体作用。要构建医院、科室、岗位三级绩效评价体系,注重综合评价方法的选择,注重持续的绩效沟通和适时调整等工作。 An effective hospital performance appraisal system is still unavailable in China, which results in low efficiency of hospital operation to some degree. It is of great significance to carry out hospital performance appraisal for perfecting hospital performance appraisal system and promoting the efficiency of hospital management. Some issues should be bared in mind during the estabhshment of hospital performance appraisal system as follows. Single -faceted pursuit of economic benefits should be avoided. Combination of external hospital appraisal system and internal hospital appraisal system, and the overall application of performance appraisal in performance management should be stressed. It is also suggested to establish a three - leveled performance appraisal system including hospital level, department level and post level appraisal systems. We also argue that attention should be given to the selection of comprehensive appraisal methods, continuous mutual communication on performance, and timely adjustment.
