摘要
在对流域及生态补偿等概念分别作出界定的基础上,对流域生态补偿的必要性及理论基础进行了分析,对目前我国流域生态补偿存在的问题进行了深入探讨,最后提出了确立"受益者补偿、保护者受偿"的基本原则,以水质、水量、水生态服务功能作为补偿标准依据等完善我国流域生态补偿机制的建议,为我国流域生态补偿机制的建设提供参考。
On the base of definitions for river basin and ecological compensation, the necessity and theory base of ecological compensation in river basin were analysed, also the obstacles to the ecological compensation were disgussed in the paper. Some suggestions were put forward, including the principles and standards of ecological compensation, to improve and perfect system of ecological compensation in river basin in China, which was expected to be beneficial to the development of system for ecological compensation in river basin in China.
