摘要
结合目前水资源管理现状,针对存在的具体问题,在综合考虑水安全、水资源、水环境、水生态、水景观、水文化等涉水问题的基础上,以决策支持系统的结构为理论框架,借助地理信息系统、数据库等工具,开发了具有一定通用性、可移植性和可扩展性的水资源综合管理决策支持系统。该系统可为管理者在防洪排涝调度、水环境模拟预测和水资源供需分析等方面提供决策支持,从而大大提高水资源管理者的管理水平和决策水平,使水资源管理为国民经济和社会发展提供可靠保障。
In this paper,according to the current status of water resources management and its specific problems.taking into account the water security, water resources, water environment, water ecology, water landscape, water culture and other water problems, an integrated water resources management decision supports system with merits of generality, portability and sealability was developed by using tools like GIS and database in the theoretical framework of the structure of decision supports system. The system can provide decision supports for managers in the flood control and drainage scheduling, simulation and forecasting of the water environment and water supply and demand prediction analysis, thereby greatly enhance the management and decision-making levels of water resources managers, and make the management of water resources to provide reliable protections for national economic and social development.
