摘要
高校扩招是一种作用于众多理性主体的政策过程,涉及多方面子政策的综合作用,需要一个微观基础框架来分析评价其政策效应。利用人力资本的理性选择模型进行模拟发现,以降低人力资本阈值为基本政策工具的高校扩招,能在收入和人力资本两种意义上的效率和公平方面实现双重改进,而其伴生的一些问题,大多不是扩招本身所致,而是教育投入等相关配套政策及措施未有效跟进所致。各级政府应通过提高并保证教育总投入、协调扩招速度等各种配套措施的有效跟进,进一步完善高校扩招这一教育大众化进程。
College enrollment expansion is a policy process acting on many rational subjectivities, involves in comprehensive roles of many policies and needs a micro-framework to analyze its policy effects. The simulation based on human capital rational selection model reveals that the college enrollment expansion, whose basic policy tool is to decrease human capital value, can realize double improvement of efficiency and fairness in aspects of income and human capital, and that the problems from the expansion are not the results of college enrollment expansion but come from ineffective matched policies and measures in education investment and so on. Each level government should raise total education investments, coordinate all kinds of matched policies to regulate college enrollment expansion speed and further perfect college enrollment expansion masses process.
