摘要
为扩大农村融资途径,提高农村土地利用率、减少土地闲置浪费,应当在创新试点的基础上,有条件推行农村宅基地使用权的流转。农村宅基地使用权流转解禁后,有必要建立流转协调机制,完善社会保障体系,以促进农村宅基地使用权流转的有序和规范。
In order to expand the way of financing in the countryside, raise the capability of land-use, reduce the waste of land, we must carry out the transfer of the fight to the use of the Rural House Site on the basis of innovation. After lifting the ban of the transfer of the fight to the use of the Rural House Site, it is necessary to establish the coordinated mechanism in the transfer and perfect the social insurance system to promote the orderly and standard transfer of the fight to the use of the Rural House Site.
