摘要
农民工养老保险转移问题实质是社会保险权益转移问题,需要处理保险关系与保险基金的转、接、并、续四环节中存在的制度性障碍和技术性难题,统筹层次、道德风险、制度接口、技术平台标准等成为该问题机理的主要方面。本文从研究"中国农民工社会养老保险转移"命题的逻辑框架出发,剖析社会保险流转过程中存在问题的"内嵌式"机理。分别考察养老保险转移中制度性瓶颈和技术障碍,以此分析异地转移接续中的盲点与难点,在"碎片化"的中国社会保障制度的框架下为养老保险关系转移问题提出制度性安排和技术性革新的总体思路①。
The transfer of Migrant workers＇ pension insurance is practically the rights and interests transfer of the social insurance, in this transfer we need to deal with the insurance relationship and the institutional obstacles and technical problems existing in the switching, merging, and continuing of the insurance funds. In the framework of this logic, there are some problems as follows, the level of the co-ordi- nate, the moral hazard, the system interface standard technology platform, and so on. Therefore, the proper key to resolving these issues is how to make co-ordinate arrangements system of the pension insur- ance Fund. This article from the study the logic framework of ＂the transfer of the social old-age insurance of China＇s migrant workers,＂ analyses the ＂built-in＂ mechanism of the social security problems in the circulation process. To be more specific, this article, based on the study the bottlenecks and technical barriers to the transfer of the old-age insurance system, find the difficulty and the blind spot in the follow-up of the transfer from different places, in purpose of finding a general idea of the institutional arrangement and technical innovation for the transfer of the social old-age insurance in the ＂debris＂ of the social security system in China.
