摘要
人才服务业,指的是以满足人才和用人单位有关人才资源开发过程中的各种需求,并为其提供相应效用的活动为主要特征的服务部类。经过20多年的发展,我国人才服务业在规模、对象、内容、手段、合作、监管方面都取得了跨越式的发展,但也存在产业综合竞争力不强、公共服务体系不健全、从业人才素质较差等方面的问题。面对未来,加快人才服务业发展,必须从加快发展人才服务产业、完善人事人才公共服务、加强对人才服务业的宏观调控与监督管理、提高人才服务从业人员的职业化与专业化水平4个方面切入。
Talent services industry, is a kind of sector which provides all kinds of activities meeting the needs and providing the utilities for HR and employers in the process of HR development. In the past 20 years, talent services industry in China has got great advancement in its size,clients, contents, instruments, cooperation and regulation. But at the same time, talent services industry in china also faces some challenges in the industry competition , public talent services and knowledge and skills of practitioners. In this paper, we discuss the development strategies for talent services industry in future, including the promotion of talent services industry in private, the innovation and development of Public HR Service, the macro-controlling and the regulation on talent services industry and the professionalization of practitioners.
