摘要
随着城市化的推进和农民数量的减少,空心村住房闲置的问题日趋严重。以宁波市英雄水库水源保护区为例,介绍了空心村闲置住房的基本情况和主要特征,深入分析了驱动机制及流转的制约因素,提出了构建农村居民点的集聚发展模式,建立健全宅基地的流转制度,培育规范的农村房屋交易市场等对策措施。其中,建立健全登记制度和管理规范,明确宅基地有偿流转的办法和程序是有效治理农村闲置住房问题的关键。
With urbanization and decrease in the number of farmers, the problem of idle housing in hollow village has become increasingly serious. In this paper, take Water source protection zones of heroes Reservoir in ningbo as an example, introducing the basic situation and characteristics of the idle rural houses, depth analyzing of its the drive mechanism and the flow constraints, proposed to build settlements in the agglomeration of rural development model, and establish and improve the circulation system of homestead, cultivate norms measures of rural housing market. Among them, setting up a sound registration system and management norms, nailing down homestead paid circulation methods and procedures are key to the problem, which are effective measures in the treatment of idle housing in rural areas.
